It seems the author doesn’t fully understand the issue that when the person who makes the rules also enforces the rules, they themselves become immune. Which is why trust in this form of government is weak, and leaders become objects of fear. Which while it might work for a few generations any incompetent ruler that finds their way into power can destroy the entire system. In a civilization where people live for thousands of years this might not be a big deal like the elves, but for humans with only a handful of years of mental capability the turnaround of power is far to short.
