Only a king or emperor can give a knight a position equal or superior to his lord. The lord himself can give land, but doesn’t have the authority to give a title even equal to them. So as long as he’s not entangled with national matters and the ruler of the country, he will never be a lord himself. At most he can have his own knight order or climb the ranks within knighthood itself.
