Hold on a minute, 2 of the five generals weapons were used to seal Akuma, the other two were with their undead generals, but the last general weapon, which was the sword, was randomly found on a mob character. Just how did that dude come across it😂
It was implied he got it on one of the “tours” into the Calamity Fish. Then, unlike the others, it wasn’t awakened. So maybe the former wielder drew out most of its power in a desperate, fruitless attempt?
