The plots trying to blame guilds for the dungeon breaks and deaths but… guilds are private businesses, not a defense force. Its your government that is to blame. Its their responsibility to create and change laws and rules to protect the people, if the guilds are an issue than there should have been laws and rules to force them to comply. If the government is afraid to do so, it doesnt change the facts. If the government is weak, than its weak, doesnt change that its their fault.
In other novels the government makes damn sure guilds move for the people, putting guilds in charge of gates and charging them an arm and a leg for not preventing dungeon breaks, or restricting their access to new higher dungeons and so on.
Now on to real issues. His ability would be best used by a group, not an individual. If he trusts his department, than trust them, dont make up non-sense BS for the sake of plot. In a group they can weaken monsters and give him the last kill. He could use the dungeon to strengthen a group making it an easy dungeon to level in. There are tons of options, and not a single one went through his head.
Think of it like this if the government has a pistol the guilds have assault rifles. If the government has grenades the guilds have IBCs. Now that alone is fine but I don’t know why your acting like this is a unique plot point to this series which makes it bad
