He promised everyone can cultivate by opposing the flow of the universe and captivated people by appealing to their basic sinful instincts of lust, greed, etc (even nobodies have dreams). Thus by providing them cultivation options that focused on stealing from the universe instead of growing through it they became powerful, but as the old saying goes, every action has an equal and opposite reaction. That reaction was the immortal mortal qi that would plague these cultivators (basically like a rebellion in a communist nation). To quell this plague they isolated the poor mortals who were developing this qi in opposition to these greedy mfker cultivators, hence the universe probably started revealing the cultivators of each technique through its laws which destroyed the sects that were hoarding the best ones, and reduced the power of law or whatever on these techniques to be finite and unable to screw the universe over for unlimited resources, thus only allowing each technique to steal a certain amount (kind of like taxes in a communist regime, you can only loot your people so much). So they fixed the taxes, chose a few cultivators to share techniques with and control the hold of power in the universe through organisations that guided or destroyed cultivators depending on their cultivation and needs (basically friends become billionaires, and opposition get false charges to be put in prisons like they do in communist regimes, or killed lol). Honestly this writer is good and inspired by some good literature that he seems to have read
