From what i understand he can use his power only comparable and not exceed a hero’s full power even with eyes watching him. And base on that i assume he can use a comparable power of the strongest hero in that world without worrying about people watching him. And if he wants to use greater power than that, that’s where he needs to hide and can just wear a mask and be anonymous.
